Yes, they were illegal, production, distribution, possession, and use of all anabolic steroids without a prescription for an approved treatment/condition is illegal, it law require any designer steroid to be discovered and added to a list. If it is an anabolic steroid, it is illegal as soon as it is first created.

Of course, the law is a pretty dumb law and its origins are shady, but that is another discussion.

I think that anything should be banned from vending machines in high school. These students have all the information and know what they should and should not be eating. When I was in elementary school, we did not have vending machines, but I am not sure if this has changed. If so, maybe some junk foods or soda should be banned.
